Understanding the Latest Tariffs:
An Overview

With President Trump’s new executive orders on products imported into the USA, announced on April 2nd, 2025, here is a summary of the latest tariff updates:

Products with Country of Origin (COO) China or Hong Kong

  • Effective April 5th, 2025: a 10% baseline tariff increase for products above the US$800 de minimis threshold.
  • Effective April 9th, 2025: a 34% country-specific tariff increase for products above the US$800 de minimis threshold (the 34% total increase includes the 10% applied on April 5th).
  • Effective May 2nd, 2025
    • The duty-free de minimis exemption of US$800 will end. Orders with mixed COO products will no longer enjoy the de minimis exemption.
    • Orders with a value exceeding US$250 will require formal clearance, attracting a Merchandise Processing Fee (MPF). This is charged by U.S. customs at a rate of US$32.71 or 0.3464% of the goods’ value (whichever is higher) per order. As part of this process, you will also need to provide Manufacturer Identification Details (MID) and material composition details for apparel items. 
Products with COO China or Hong Kong – summary:
 

Shipments out of China / Hong Kong

Effective May 2nd, 2025: All relevant postal items containing goods that are sent through the international postal network will be subject to a duty rate of either 30% of their value or US$25 per item. As of June 1, 2025, rate will increase to US$50 per postal item. This is in lieu of any other duties, including those imposed by prior Orders.

 

Products with COO of specific countries, including EU:

  • Effective April 5th, 2025: a 10% baseline tariff increase for products above the US$800 de minimis threshold.
    • Orders with a value exceeding US$800 will require formal clearance, attracting a Merchandise Processing Fee (MPF). This is charged by U.S. customs at a rate of US$32.71 or 0.3464% of the goods’ value (whichever is higher) per order. As part of this process, you will also need to provide Manufacturer Identification Details (MID) and material composition details for apparel items.
  • Effective April 9th, 2025: country-specific tariffs for products above the US$800 de minimis threshold, in addition to existing duties and taxes. These rates include the 10% applied on April 5th, 2025.
  • Note: No change to the de minimis US$800 threshold for non-COO China and Hong Kong.

Products with COO Canada and Mexico

  • No additional changes to tariffs
  • No changes to the US$800 de minimis threshold
  • No changes to the US$800 threshold for formal clearance. 

 

Products with COO of all other countries

  • Effective April 5th, 2025: a 10% baseline tariff increase for products above the US$800 de minimis threshold. 
    • Orders with a value exceeding US$800 will require formal clearance, attracting a Merchandise Processing Fee (MPF). This is charged by U.S. customs at a rate of US$32.71 or 0.3464% of the goods’ value (whichever is higher) per order. As part of this process, you will also need to provide Manufacturer Identification Details (MID) and material composition details for apparel items. 
       
  • Note: No change to the de minimis US$800 threshold for non-COO China and Hong Kong.
